STOP PLANNED LTN ROAD CLOSURES IN BARNSBURY.

BARNSBURY’S VERY LIVEABLE LOW-TRAFFIC NEIGHBOURHOOD (LTN) STARTED IN THE 1970s AND IS STILL FIT FOR PURPOSE.

We are a broad group of concerned residents and small businesses from all corners of Barnsbury ward. We have seen the true negative impact of these council traffic schemes in seven wards so far, including Highbury, Canonbury, St Mary’s, which have all failed in practice. We have also seen the lack of meaningful engagement with residents of these wards who have real and legitimate concerns.

We want real consultation, not loaded questions, weighted surveys or one-way Zoom calls.

  • Lack of meaningful publicity across all corners of the ward means many Barnsbury residents and businesses are not even aware of impending changes, meetings or process.

  • Fuzzy data belies the true impact of LTN implementation upon residents, businesses and tradespeople.

  • Motorised transport is a legitimate requirement for many people. Driving is not a crime, do not treat it like one.

  • Not all journeys from A to B are ‘rat-runs’.

  • Not everyone can, or wants to, ride a bike.

  • Cyclists do need safe streets, but they do not need ALL streets.

LTNs DON’T WORK:

A FAILED EXPERIMENT IN URBAN PLANNING

  • LTNs increase journey times from A to B and divert traffic from residential to main or “boundary” roads, causing congestion black spots. Both effects mean:

  • Serious hardship for anyone who relies on cars, vans and buses

  • More pollution, not less

  • Major damage to the local economy

  • Those most affected are already the most disadvantaged: the old, the ill, the disabled and all those living on boundary roads, together with most small businesses such as tradespeople and shops.

  • LTNs were introduced by Boris Johnson in response to an “Active Travel” lobby as an experimental, emergency measure, without consultation, during Covid. Rishi Sunak has now stopped all government funding of LTNs and ordered a major review. LTNs have been widely criticised in mainstream and social media. But Islington Council still plan to implement LTNs across 70% of the borough. The politics are irrelevant to Keep Barnsbury Moving - we oppose any LTN scheme in Barnsbury because it’s clear that LTNs don’t work.

THE RECENT PROPOSALS FOR BARNSBURY.LAYCOCK ARE UNACCEPTABLE

JOIN THE FIGHT TO HAVE THEM WITHDRAWN

  • Following a seriously flawed engagement and consultation process the Council has now announced proposals for a “Barnsbury.Laycock Liveable Neighbourhood”

    • “Liveable Neighbourhood” is misleading - the proposal involves no less than 15 road closures of filters and is in fact the most draconian LTN so far

    • Choosing “Barnsbury.Laycock” as the LTN area is also ill-advised and dishonest.

      • The area is far too large - by far the biggest LTN so far

      • It means the Council can ignore the fact that Barnsbury is a long established Conservation Area which is already low traffic, relatively green, safe and enjoyed as it is by the majority of residents

      • It means Offord Road is not regarded as a boundary road so it can be closed off and its traffic displaced on to the unfortunate neighbouring Mackenzie Road.

  • The effect of the proposals will be to more or less make driving within or across the whole Barnsbury.Laycock area impractical and will cause chaos on the remaining main roads, including Copenhagen Street, Caledonian Road, Mackenzie Road, Upper Street and Liverpool Road.

  • We urge all residents to:

    • Study the proposals carefully at this Council website: https://www.letstalk.islington.gov.uk/barnsbury-laycock-liveable-neighbourhood

    • Respond by email, filling in the survey, participating in a Microsoft Teams event and registering for online workshops, via the Council website at: https://www.islington.gov.uk/roads/people-friendly-streets/liveable-neighbourhoods/barnsbury-laycock

    • And tell everyone you know to do the same!

KEEP BARNSBURY FUNCTIONAL:
WE NEED PRACTICAL TRAFFIC SOLUTIONS, NOT TRAFFIC IDEOLOGIES.

Encourage Islington Council to re-allocate the LTN budget on real priorities for Barnsbury residents:

  • Address problem traffic areas in real terms, not with blanket ideology

    • Implement a considered network of one-way streets and restricted turning on problem corners

    • Introduce traffic lights on key pedestrian crossings

    • Design some real, safe bicycle lanes - not covid-era strips between parked cars

  • Implement critical maintenance

  • Repair broken footpaths, trim trees, clean streets, etc

  • Fix council estate heating

  • Address safety and security issues in existing local parks & children’s playgrounds
